For Greece, Portugal and France "Liabilities to Euro area MFI's" are reported and therefore may deviate from the actual Target data in the case of substantial borrowing from foreign commercial banks. However, this has not happened in the past as can be seen by comparing our time series with the Target data from the annual reports. IFS data have only been used to fill gaps in the historical time series. The latest data are taken from central bank balance sheets.
